During the quarter, the suspected location of COSVN
Headquarters was reconfirmed. Analysis of captured documents, prisoner and Hoi
Chanh statements, plus agent reports coupled with an evaluation of the enemy situation,
places COSVN Headquarters within a
15-square-kilometer area
in Cambodia north of Tay Ninh Province (AT3696,
XT3899 and XT4595). This
location offers the enemy a sanctuary based on the Allied policy of
restricting air, ground and artillery strikes to Vietnamese territory. In
addition the area is well serviced with trails, sparsely populated and well
concealed under a dense jungle canopy. [291,
